No. For tablets with an ARM processor, the terms of use that microsoft gives to constructors state that the boot process must be locked and only allow windows. Many of them will probably have security issues that allow the owner to bypass that, but do not count on it. For tablets with an x86 processos, the terms of use state the opposite: the owner must have the option of turning secure boot off or adding new keys. But that does not mean you will be able to use a Linux distro comfortably on it. For example, with Lenovo Miix 3-1030, the audio is not working and the driver for the internal wireless controller freezes the system after a few minutes (must check with kernel 4.3), plus a whole bunch of other annoyances. Basically, for x86 tablets, we are back to the state of hardware support we had in the early 2000s, with a few differences. Regards, -- Nicolas George
