Probably a typo on your part but shouldn't that be localhost:631?

The larger problem is all the effort you are expending. Having installed CUPS, very little else needs to be done. Go to the localhost:631 page and click on the Administration page. Then click on Find New Printers.

The CUPS detection process works quite well. Don't try to out-guess it.

Purge the CUPS install (aptitude purge cups or apt-get purge cups) then do a fresh install and let it do its job.
