I guess so, because there is no black on the top of windows in xfce
here. I hardly know anything about xfce, but it looks like the
solution is here: https://wiki.xfce.org/howto/install_new_themes
And try 'dpkg -L xfce4-settings | grep bin' and have a look at all
those programs that enable you to tweak the appearance.
