Pulse audio always starts in suspended; have to restart before anything

Hi,
I'm having a problem with pulseaudio where I have to restart it before I can play any music whatsoever. If I list the sinks, my single sink comes up as suspended. My system is relatively fresh install of Wheezy, with pulseaudio running in as my user.

My default.pa is:
.nofail

### Load something into the sample cache
#load-sample-lazy x11-bell /usr/share/sounds/gtk-events/activate.wav
#load-sample-lazy pulse-hotplug /usr/share/sounds/startup3.wav
#load-sample-lazy pulse-coldplug /usr/share/sounds/startup3.wav
#load-sample-lazy pulse-access /usr/share/sounds/generic.wav

.fail
