That seems strange to me, since I see it in iceweasel 31.5.3esr-1. Select
Iceweasel "Preferences", then the Privacy tab. There in the "History" section is
a line "Accept cookies from sites" with a check-box at the beginning and an
"Exceptions..." button at the end.
