Not the volt but the current maybe.  According to this website(http://www.extremetech.com/computing/115251-how-usb-charging-works-or-how-to-avoid-blowing-up-your-smartphone) the current on USB2 can be up to 500mA (0.5A) while in the case of USB3 it is 900mA (0.9A).
