Fwiw, I can reproduce the issue:

/etc/xdg/autostart/caribou-autostart.desktop contains

AutostartCondition=GSettings org.gnome.desktop.a11y.applications screen-keyboard-enabled


$ gsettings get org.gnome.desktop.a11y.applications screen-keyboard-enabled
false


Yet caribou is also started here.

Will investigate.
