That requires a PID 1 kitchen sink service to drive its dependency chains deeply into userspace using at least 40 APIs.
Then just call it an "init" system and anyone opposing a luddite, manufacture a crisis by killing services it replaces and threaten the whole application stack. By then everyone has compared it with the old init, a perfect foil. While everyone is arguing about init systems, nobody will notice your original goal, but if they do just call it a paranoid conspiracy theory.
