xfs was removed from the Debian repositories a while ago.

network-manager depends on libpam-systemd which depends on systemd and
systemd-sysv, which uninstalls sysvinit-core and takes over
"/sbin/init". The last dependency can be satisfied by systemd-shim so
that systemd doesn't become the default and only init system.
