No.
Because there are no restrictions.
It's a sandbox. It's an Open Source sandbox. You are free to modify the
code for it - but good luck getting the Adobe plugin to install. You can
even write and compile your own sandbox.

You really didn't read that article did you? (sigh, you didn't even read
the part you just quoted)
