That must be a really antique program which predates any version of
Ubuntu.

There is no current package in Debian or Ubuntu which provides that
file, but I found one on archive.debian.net:
http://archive.debian.net/woody/libstdc++2.9-glibc2.1
This package is 14 years old, use at your own risk.
