I'm still not 100% sure, but I'm beginning to suspect that the dongle does require firmware...which isn't good news.Have you checked the USB dongle with the 3.12 kernel, maybe on another Debian box (or virtual machine)?From your earlier post it wasn't clear whether this usb dongle requires any firmware?
