Is your system a Xen virtual machine?  If so then I don't think
frequency scaling is supported on virtual machines.  Nor do I think it
makes sense there.  See this bug report about this particular problem:

This is not related to NTP in any way.

Remove the powernow-k8 module.

  # rmmod powernow_k8
