To search which package a file belongs to :
$ dpkg -S /usr/bin/gdomap
will find the package gnustep-base-runtime.
$ man gdomap
will tell you what this program does. Don't ask me, I have never heard
of it before.
Maybe /etc/default/gdomap has options to tune it.

A port listening on 127.x.y.z or ::1 is fine : such addresses are
reachable only from the host itself.
