I seems that the boot log is started up now by /etc/init.d/bootlog which 
in part of initscripts. I can't seem to locate any other reference to 
that file.

Thanks Andrei, the removal of bootlogd was not obvious as there is
no mention of bootlogd in the var/lib/dpkg/info/initscriptd.* files
or the addition of the bootlogs in /etc/init.d.
