inconsistent reports from lpstat

CUPS supports printing using the menus in Leafpad and in iceweasel.
Yet lpstat reports no printers are available but a default is available.

joule:~# whoami
root
joule:~# lpinfo -v
file cups-pdf:/
network socket
network lpd
network smb
network ipp
network http
network beh
direct parallel:/dev/lp0
joule:~# lpadmin -p HPDeskJet500 -u allow:all
joule:~# lpstat -l
joule:~# lpstat -d
system default destination: HPDeskJet500
joule:~# 

What else is needed so that "lpstat -l" reports the DeskJet and lp 
or lpr can make it print?  Yes, I've done plenty of homework.
