Do you really mean /etc/cups/cupsd.conf ?

# grep -n ^Listen /etc/cups/cupsd.conf
4:Listen localhost:631
5:Listen /var/run/cups/cups.sock

Does "listen", in this case, also mean "listen for *requests* from 
clients?"
