Should I submit a new bug ?

Hi,

I installed the package python-urlgrabber.

It is supposed to contain the file keepalive.py (the README.Debian is 
mentionning it) but a dpkg --listfiles python-urlgrabber doesn't show 
that file.

I would like to know if it is normal or if I should submit a new bug.
