For this, you will want to check the BTS and changelog of the package to
see if there is a reason that it is not included. If you don't find a
reason, it should be safe to file a bug. If you do find a reason, you
could file a minor bug against the documentation.

In this case I can see that it is Contents-i386.gz (apt-file), but the
package is actually missing the file.

Does this break functionality of the package?
