In fact, D-M recently moved some packages to a non-free section because they 
did not comply with the DFSG, in particular because they were lacking source 
code.  libdvdcss has is Free Software, but Debian still chooses not to risk 
the separate legal issues that might arise from distributing it.

In some ways D-M is the replacement for the non-us section of yore.
