Very well put, excellent explanation.  Also if transcoding from lossy to lossy is required, it's better to do so within the same codec (i.e. mp3 to mp3 as the OP was proposing), as the different lossy codecs often use different psycho-acoustic models to determine what data they eliminate to achieve the desired output compression level set by the user (i.e. 128 kbps).
