You have to configure your dhcpd and named to support this.  I think the 
keyword you are looking for is "DDNS".

From what you said, it looks like the dhcpd and named are both provided by 
Ubuntu.  You should use their support infrastructure instead of Debian's 
unless you believe the problem in with the clients.  <sarcasm>I believe 
there is a company that provides Ubuntu support for a fee.</sarcasm>
