No.  Ubuntu has different goals, and is willing to compromise on the issue 
of software freedom to make it easier on some users.

The use the same package management system, but so does Knoppix and GnuSense 
(among others).  Ubuntu bases many of its packages on the Debian packages, 
but, especially when a program is new, many distributions (including Debian) 
borrow from others.

There are other differences as well.  I prefer Debian, but hand out Ubuntu 
disks to anyone new to Linux.
