Holding is supposed to prevent upgrading/etc. of a package, in aptitude,
until you override the setting.

_Apticron_ is supposed to tell you when there's an update to a package
you have installed.  Whether the package is installed on hold or not on
hold is irrelevant to whether there's an update about which to be notified.
