Well, because they're in held state. That's what it is supposed to do.

I don't think you should use the held-state for that. Just use aptitude
safe-upgrade with cation and aptitude full-upgrade with more caution.
You can also choose to update via an `aptitude reinstall packagename`,
the you're sure only that package (and possibly its dependencies) are
affected.
