Any SIP proivder will take some configuration. And they seem to have
some variations.

Asterisk and yate will basically allow you to do that, and much more.
Though it will take you quite some time to figure out how. Maybe a
combination of sipp (package: sip-tester) and ser/openser will also do.
Not sure.
