You're mixing up the Internet with the World Wide Web.
The mailing list uses e-mail, of course, which most certainly is part of the
Internet (is a standard service defined by Internet standards and delivered
via the Internet).
You presumably mean that the mailing list is mirrored to the web part of the
Internet (and thought Dick was referring to the web).
