That is its main use, but it has a little known -create option: http://www.karlrunge.com/x11vnc/x11vnc_opts.html#opt-create that will try find an existing X session and if unsuccessful it will start up Xvfb (or others) to create one. So it is like Xvnc, but with all of the x11vnc features.
