It might be irrelevant but I added this to inetd.conf:
vnc-1024x768x16 stream tcp nowait nobody /usr/bin/Xvnc Xvnc -inetd -query localhost -once -geometry 1024x768 -depth 16

And I think I also had to enable something in kdmrc. But the end result was when I coonect with a vnc client I am presented with the kdm login screen and I can log in as what ever user.

I can't remember what package provides /usr/bin/Xvnc though. I think x11vnc is only for currently running user x sessions.
