I'm not sure I understand correctly, whom you mean by 'Debian were to
use...'. The project? Yes, the project uses revision-control systems
like git, etc.

Debian also provides these revision-control systems.

It's up to you to use them. I have my whole /etc under revision control
with git and etckeeper. It's both quite powerful and useful to keep
track on who changed which config when and why (me vs. maintainer
script). Also, since these multiple config files reside in one common
subdir it doesn't differ (a lot) whether one views the colored diff of
one file or many. ;-)
