[OT] Question for US-American Security experts

Hello Security Experts,

please can you tell me where I can get the following:

1) FIPS 140-2 (Federal Information Processing Standard) published
by the NIST (National Institute of Standards and Technology)

2) NSA (National Security Agency) Type 1 Certification Standards

3) WIN-T (Warfighter Information Network-Tactical)

I have gotten links from Google to tonns of PDFs but if I try to
download it, I get a "Forbidden"...

Can it be, that this Documents are only allowed inside the USNA?
(I am in France)

...and of course, HOW can an enterprise develop hardware for the
MoD if they can not get the specs?

Thanks, Greetings and nice Day
