According to the NewbieDOC HOWTO[1], wvdial should ask you for the telephone
number during the setup phase. You should not need to mess around with config
files. During autoconfiguration "you must supply your internet provider's phone
number, your internet account login name and your internet account password".

Check that your screen output is similar to that in the NewbieDOC article. (The
article was written for Sarge but should still hold true for Etch.) For example,
when Wvdial authenticates to the ISP's server, the output looks like this:
Username:
--> Looks like a login prompt.
--> Sending: abcdefgh
abcdefgh
Password:
--> Looks like a password prompt.
--> Sending: (password)
Authentication Successful.
Entering PPP mode.
Async interface address is unnumbered (Loopback0)
Your IP address is 255.255.255.255. MTU is 1500 bytes
Header compression will match your system.
--> Looks like a welcome message
Can you ping http://bbc.co.uk or http://google.com rather than your college's
server?
