udev not working properly



I am using debian/testing
Here is what i have noticed:

Access privileges of some critical devices are not correctly set. 
Especially worth noticing:

crw-rw---- 1 root root 1, 9 2007-04-01 10:41 /dev/urandom
crw-rw---- 1 root root 1, 3 2007-04-01 10:41 /dev/null

Inspecting access time of files in /etc/udev, one can see that
only udev.rules and udev.conf have been accessed at boot time,
No files in permissions.d/ have been accessed (nor files symbolic
links are pointing to) 
Any hints? 

More questions:
No log file in /var/log can be found - is it normal?
 /lib/udev/devices/        is empty - is it normal?
