FWIW, I've always considered a *nix box which doesn't have manpages
installed, a clumsily installed *nix box.
Newbie: "How do I do $foo?!? HELP!!!"
You: "RTFM!"
Newbie: "*WHAT* FM?!?"
However, allowances can be made for embeddeds.
You can often find manpages in google, btw.
