KRUSADER
I use the "compare" command of krusader (file manager) to synchronize my
pc with an external usb hard disk ( i.e two local directories). Krusader
handles dates properly and works fine.

Thanks for your time and effort. My aim is not sync, but to find out diff. Cameron Hutchison reply has helped me.
