I've only used memory sticks which don't give an indication that the
power is still on. Since USB is designed for hotplugging, I don't see
why having the power to the port on is a bad thing. On my box, the
power is on to the USB ports even if the computer is on; great for
charging things.
As long as the filesystem is unmounted there should be no problem.
