Ok, I sorted this out with
dumpkeys | sed -f /etc/console-tools/remap | loadkeys
I needed to edit the remap file, changing Caps-Lock to Shift_Lock, (or
the other way round). This line has to be run as root - where do I put
it so that it happens every time I log in or boot?
