IIRC, it makes no difference.  It never asks if you specify a normal
package only, but if you ask for a meta-package or an upgrade, it always
asks.

At least in my experience and I use both root and sudo, depending on
what else I am doing and or what I need.

Either way one needs to have admin privileges, which I am sure you know.
