On sarge, look in /etc/X11/XF86Config to see what tool was used to
generate it.  I have a wierd setup so I needed to run xf86config-v3 so I
can't advise you there.

Likely its just dpkg-reconfigure of whatever package it is that's
supposed to manage that file.

In any event, please do not reinstall from scratch.  This _is_ Debian.
