I see from a quick google that this device is an ADSL modem. Are you
sure that it supports both connections simultaneously? It is not clear
from my quick check of the website. And if it does support both
connections simultaneously, do you have it configured this way?

unless you have setup the modem to operate as a bridge, this static IP
address should get assigned to your modem. Or, if you have a router
behind the modem, it should get assigned there.

Is this router different from the ADSL modem above?



the general setup for these things is:


Internet ---> modem -----> <public IP> router <private IP>
				       |
				       |
				       |----> <private ip> computer 1
				       |
				       |----> <private ip> computer 2

if your modem includes a router, then you would just leave the router
out of the diagram. 

Set each local computer with a different private ip like 192.168.0.2
for linux machine and 192.168.0.3 for windows machine. they both use
192.169.0.1 as default gateway. Then configure your port forwarding in
the router to forward the appropriate ports to 192.168.0.2
