A useful handbook on creating sgml, useful for the editors. Probably
off-putting to newbies who want to contribute questions and worries.

I'm aware of these concerns. There really ought to ba a variation on
public-domain that requires that proper credits be preserved.
Unfortunately the World Intellectual Property Association meeting
that was going to iron out this kind of thing was scuttled under
intense pressure -- I;m not entirely wure who applied thi pressure.
