Obviously I am not the one to try and assist you with this since I am nearly
a Linux newbie, but it did occur to me the question might be better handled
on the debian-devel list. Just a thought, I really wish I could be of more
help. Some day perhaps when all this begins to have some clarity.

You can create a Makefile that simply places the files from where you are
developing them to the target installation location and then using
checkinstall to quickly create a Debian package.  That is, of course, if you
don't want to go to the trouble of creating a proper package.
