I am not sure what the problem is. Thus I am trying to work through
various possibly scenarios with you.

If you think the problem is /dev/sd{a,b} and it's a RAID1, why not
add /dev/sdc1, fail-remove /dev/sda1, hot-add it, then do the same
with /dev/sdb1 and see if that fixes the problem.
