I use kde. There is an option in control center to switch keyboard
layouts on the fly. (There might be a similar option for gnome???)

If I have to use Umlauts for some document or e-mail, I temporarily or
for one application switch my keyboard layout to 'German', while it
stays 'US' for other work. In my personal experience, this is the most
convenient way of entering umlauts.

Go to 'Regional & Accessiblity' --> 'Keyboard layouts'. There you will
find a list of different keyboard layouts. Select the ones you need.
Then 'Alt+ctrl+k' toggles your keyboard.

I don't know if this is what you want, but it works perfectly well for me.
