I believe that file is owned by root:adm, chmod 640, so you'll have to either su
to root to view the file or be a member of the adm group to view the file.

There's a bunch of stuff that goes to the serial port well before any logging is activated - the only way to capture it is to either hit scroll lock on your terminal or use a terminal emulator on a laptop to capture all the traffic. That drove me crazy when I was setting up a couple of new servers a month or so back.
