Gnome configuration through the gnome-control-center is
woefully incomplete.
Use the gconf-editor and select "Edit/Find"; search for
'tooltip'; many items will appear.
The entry named "/apps/panel/global/tooltips_enabled" seems to
be the ticket for you.
