yes, here is how. Included is a sample of my ~/.fluxbox/menu

The "Debian" sub-menu will point to the auto-updated system menu, and also
I can keep my personal settings as well. For example, the CD-Rom sub-menu
will alow me to open/close my CD via menu and mouse clicks...
