Here are the modules I load.  Pre-routing works on this box
kernel is 2.6.8-3-686
iptables is 1.2.11-10

/sbin/modprobe ip_tables 
/sbin/modprobe ip_conntrack 
/sbin/modprobe ip_conntrack_ftp
/sbin/modprobe iptable_nat
/sbin/modprobe ip_nat_ftp
/sbin/modprobe ip_nat_irc
/sbin/modprobe ip_nat_snmp_basic
