Hit     r       to reply to Poster
        L       to reply to the list
        g       put the poster into To: and the
                list into Cc: while replying

Mutt support the "Reply-To-List" featurew since years...

No, but setup yout "muttrc" correctly with

    subscribe debian-user@lists.debian.org
    subscribe debian-security-announce@lists.debian.org
    subscribe debian-edu@lists.debian.org
    ...

and now you can use "L" to reply to the list
