I am running 2.6.15 kernel, Sid, and time is updated using ntp. Since my time 
zone is universal + two hours, maybe the two hours means something. Bug?
This can happen if you use UTC in your RTC (realtime or hardware clock) and dual 
boot with windows, which expects local time in the RTC, and may periodically 
reset it back to local time.  In this case, you probably should reconfigure 
Debian to use local time to avoid the problem.
If you don't use UTC or don't dual boot with Windows, then its just a Debian 
configuration issue.  I've always done it manually, but tzconfig may do what you 
need.
